Tony,
These questions are always difficult to answer in hypotheticals...
So, some things to consider, but you may also want to speak with your FOC or a spiritual father to get a more detailed answer: Was the divorce/annulment permitted by the church? Do the children object to the remarriage? (If they do, it doesn't mean a widow is breaking a religious rule so much as the consideration of the children's feelings should be weighed/discussed with them, to make sure they are comfortable.)
My understanding is that, if the divorce was one that was permitted by the Church (for one of the few allowed reasons), and the spouse remarries in the Church, it is usually allowed, although there are probably exceptions. If the divorce was not permitted in the Church, the spouse is not permitted to remarry, although I am not sure whether the intervening death of the other spouse will relax this rule... that's why I think you should ask a priest about this.
